Who writes new authority trucking insurance
Progressive group companies filed the first liability policy for 52.0% of new trucking authorities this summer, and GEICO companies filed 13.9%. Every other insurer, 215 groups in all, split the remaining 22.0%. If you write new ventures, that's the field you're competing in.

Most new carriers end up in two places
A brand-new authority has no loss history, which is one plausible reason the business bunches up. Either way, the filings show where they land. Two insurer groups took 65.9% of first policies. The top five took 71.6%. Progressive's share also rose a little each month: 51.2% of July applicants who filed, 52.2% of August's and 53.4% of September's.
That's not a ranking of anyone's product or price. A filing tells you who wrote the policy, not why the carrier picked it. But it does tell you what the new-venture buyer usually walks away with, and it's the baseline your quote gets compared to.
More than half of them haven't bought yet
The bigger number for an agency is the one underneath. Of 25,705 carriers that applied for authority Jul 1 to Sep 30, 2026, 10,795 had a liability filing on record by October 13. The rest hadn't filed one. Some will never run. Others are still shopping, stuck on a down payment, or waiting on a truck.
Those are the carriers worth a call, and timing decides who gets them. Our playbook for winning new authority accounts covers when they shop and what underwriters ask.
What they buy
On the first filing, 76.9% of carriers showed $750,000 of liability, the federal minimum for general freight at 10,001 pounds or more. Another 17.6% filed $1,000,000, and 5.2% filed $300,000, the minimum for lighter vehicles.
